Sauté onion in oil for 4 to 5 minutes until translucent. Add garlic, sauté until fragrant. Add the Italian seasoning and red pepper flakes and stir.
Add 1 cup of water. Then add 8 oz penne pasta, jar sauce, salt, and pepper. Mix well and pressure cook.
Open the pot and stir. Press the saute button. Add in the heavy cream and stir. Add the cream cheese and stir.
Serve this creamy tomato basil pasta garnished with fresh basil and parmesan cheese.
